Job Description

**Schedule Mon - Fri 8:30am - 5:00pm (with opportunity to have hybrid work schedule). Salary is $72K per year. ** We offer a competitive package of employee benefits for 30 to 40-hour week positions. You will receive a defined contribution amount of up to $14,580 per year (prorated for part-time employees working less than 40 hours per week) to purchase the benefits of your choice on a cafeteria plan basis. Any amount of this defined contribution not used towards your benefits will be paid to you as taxable earnings. We offer a retirement plan with a generous employer match starting at 4% after one year of employment. Our paid time off is also more generous than many employers with vacation time accruing up to 25 days per year, 6 days of sick time per year and 12 paid holidays. PRINCIPAL DUTIES AND RESPONSIBILITIES:

Support Quality Improvement (QI) leadership in developing, implementing and coordinating its Quality Improvement Program (QIP) for delivering high quality mental health programs and services consistent with the Agency clinical framework, established practices and systems, contract requirements and financial goals. Contribute to the continuous development and implementation of improvement activities for clinical operations, including: Conducting internal audits/chart reviews and other internal monitoring protocols. * Processing Release of Information (ROI) requests. * Assisting clients with completion of record requests. * Opening and processing mail. * Preparing records for transportation to off-site storage facilities for record retention. * Charting assembly/validation with loose sheet analysis and follow-up of missing documents. * Preparing productivity reports using Excel. * Timely and accurate processing of client information. * Adhering to all ECH and HIM policies and procedures. * Managing facility-based HIM operations, including, but not limited to, record pick-up (ad hoc record pickup) and reconciliation, release of information request processing, and hardcopy retrieval of medical records. * Ensuring compliance with health information management requirements mandated by Title 22, Office of Statewide Health Planning and Development, Centers for Medicare and Medicaid Services (CMS), federal and state laws and regulations, and local policies and procedures. * Compiling, analyzing, and submitting HIM operational reports and statistics for Key Performance Indicators. * Managing HIM operations to ensure quality and/or quantity goals are met. * Ensuring compliance with department and agency policies and procedures. * Performing other duties as assigned to meet the operational needs of the department. * KNOWLEDGE, SKILL AND ABILITIES REQUIRED: (E = Essential; D = Desired) High School diploma GED, or equivalent education and a minimum of one year (E) or two years (D) of responsible, full-time experience in a secretarial or clerical capacity; Associate's degree or graduation from a recognized Business School or a related field. (D) Proven typing speed of 35 net wpm; computer literacy, intermediate level of MS Office applications, including Word, Excel, PowerPoint, Outlook and Windows -based databases; basic Internet navigation and search ability; (E) familiarity with EHR systems (AVATAR preferred. (D) Familiarity with Residential Treatment documentation including Crisis Residential, Crisis Stabilization and Day Rehab preferred; (D) knowledge of CCL and DHCS regulations also preferred (D) Demonstrated ability to: Contribute to the evaluation of documentation of clinical services and compliance with applicable regulations (both residential and outpatient preferred); (E) Train staff and program units, especially in response to regulatory, accreditation and outcome requirements, self-monitoring and continuous improvement techniques; (D) Organize workload and manage multiple tasks and demands on a timely basis; (D) Engage and communicate effectively with others in both verbal and written English; (E) Contribute to the creation and implementation of procedures, process improvements and metrics associated with efficacy; (E) Employ tact and diplomacy, exercise good judgment; (E) Work effectively with persons differing in value systems, ethnicity, cultural backgrounds, language capabilities and disabilities; (E) Work collaboratively with individuals identified as those with serious mental illness who meet the following criteria: histories of hospitalization, institutionalization, including with the criminal justice system, substance abuse, low engagement in medication treatment, and difficulty in participating in structured activities and living independently, and who may also be developmentally disabled; (E) Work with individuals who may have cognitive difficulties and medical co-morbidities and are considered medically fragile, may be developmentally disabled, or may have long-term patterns of homelessness or relied on the services of emergency and institutional care; (E) Work with populations identified as high risk and/or considered under-represented in the County Mental Health system with multiple barriers; (E) Exhibit exemplary customer service, compassion, and care in the execution of all duties and interactions. (E) Knowledge of: Principles and practices of standards of care, quality assessment/improvement, risk management, education and employee licensure, and scope of practice requirements for in-patient residential and outpatient mental health/psychiatric/psychotherapeutic services; (E) Current trends and issues in quality assessment/improvement, drug and alcohol treatment, risk management/safety for in-patient residential and outpatient mental health care services and program management; (E) Current standards and practices of QI, Behavioral Managed Health Care, Risk Management, and Total Quality Management; (E) County, state, and federal legislation, regulations, including California State Department of Mental Health and Title 9, and requirements applicable to the care of Agency's target population; (E) Strengths-based, harm-reduction, social rehabilitation model; (E) Utilization of community resources, including those required to meet mental and non-mental health needs of the target population; (E) Mental Health Services Act (MHSA) and Wellness Recovery Action Plan (WRAP). (D) Special Requirements: Must be able to meet and receive a criminal records clearance, as required by Title XXII, other licensing regulations, and Momentum practices. A valid California Driver License, with access to a reliable vehicle or for driving a company vehicle, current proof of auto liability insurance, and a clean DMV record. (E) Physical requirements needed to perform the essential functions of this job, with or without (E) Hearing and talking on telephone and in person; standing, walking, sitting, pinching and finger flexion are required constantly (over 2/3 of the workday); (E) Lifting, carrying, pushing, pulling, bending, stooping, crouching, and kneeling are required occasionally (under 1/3 of the workday); (E) Balancing, climbing and crawling are generally not required; Must be physically able to assist clients in the evacuation of program facilities in emergency situations.
