Summary:

The Residential Substance Abuse Counselor is responsible for providing care under the supervision of Program Manager or LCAS that will include education on substance abuse and promoting recovery. The Residential Substance Abuse Counselor is a critical team member of the residential program and facilitates the therapeutic milieu of the facility, while promoting the vision, mission, and purpose of SEIC.

Essential Duties and Responsibilities:

The Certified Alcohol and Drug Counselor (CADC), Certified Substance Abuse Counselor (CSAC), Certified Substance Abuse Counselor Intern (CSAC-I) and Certified Alcohol and Drug Counselor (CADC-I) coordinates with the LCAS or LCAS-A and Program Manager to ensure that beneficiaries have access to counseling supports.

In addition to the above, the CADC, CSAC, CSAC-I, or CADC-I is responsible for the following:

  • Supporting program by being in ratio at facility.
  • Participate in the initial development, implementation, and ongoing revision of the PCP.
  • Provide ongoing assessment and reassessment of the beneficiary based on their PCP and goals.
  • Monitor signs and symptoms of substance use, intoxication, and withdrawal as well as the appropriate treatment and monitoring of those conditions.
  • Provide crisis interventions, when clinically appropriate.
  • Facilitate individual, group, and family counseling sessions.
  • Work with natural supports.
  • Engage with family members or significant others and provide education and support, as requested by the beneficiary.
  • Provides psychoeducation as indicated in the PCP
  • Monitor and document the status of the beneficiary’s progress and the effectiveness of the strategies and interventions outlined in the PCP.
  • Provide substance use, health, and community services education.
  • Assist with the development of relapse prevention and disease management strategies.
  • Communicate the beneficiary’s progress and the effectiveness of the strategies and interventions to the LCAS or LCAS-A as outlined in the PCP.
  • Coordination with Care Management to ensure that beneficiary is informed about benefits, community resources, and services.
  • Coordination with Care Management to ensure beneficiary is provided appropriate linkage and referrals for needed services and supports; Conducts comprehensive substance abuse assessments considering the relationship between substance use and mental health.
  • Assesses and tracks beneficiary’s stages of change readiness and stages of treatment.
  • Uses outreach and motivational interviewing techniques to collaborate with beneficiaries in earlier stages of change readiness.
  • Facilitates access to 12-step groups and other community support.
  • Uses cognitive behavioral approaches and relapse prevention to collaborate with beneficiaries in later stages of change readiness.
  • Ensures that fellow service providers’ treatment approaches are consistent with the beneficiary’s stages of change readiness.
  • Facilitates the Person-Centered Planning process for beneficiaries assigned to him or her.
  • Takes a lead role in placement in short/long-term treatment as needed, and detox services.
  • Participates in a first responder on-call system available to consumers and/or his/her natural support network on a 24/7/365 basis; coordinates “first response” resources according to consumer needs and the PCP.
  • Represent the company in a positive manner, reflective of the company’s mission, at all times.
  • Ensures confidentiality regarding sensitive and protected information.
  • Ensures individual rights to privacy and protected health information for the person supported.
  • Assists LCAS with service, agency, LME/MCO, state and/or federal documentation requirements and timelines such as NCTOPPs, PCPs/ITRs, and reminders relative to Clinical Monthly Summaries, Discharge Summaries, and Aggregate Reports.
  • Completes Intake Packets for any of the referrals that the office receives.
  • Accurately document all billable encounters into Southeastern Integrated Care’s EMR (electronic medical record) system within 24 hours. Any corrections will be entered within 24 hours of being notified.
  • Other duties as assigned.
  • In addition, the employee must participate in all required training and education as mandated by the specific service line and clinical coverage policy.

Education/Experience

  • Minimum High School Diploma

Required Skills/Abilities

  • Strong clinical skills
  • Demonstrate knowledge of the population served.

Certificates, Licenses, Registrations

  • CCS, CSI, CADC-I (full certification preferred).
  • Current license or certification must be maintained if applicable.
  • Valid NC driver’s license including personal vehicle insurance coverage.

Required Skills/Abilities

  • Be available to collaborate with enrolled members at least 5 days per week.
  • Document direct service delivery according to Medicaid and SEIC standards to include: purpose of contact, describes the provider’s interventions, the time spent performing the intervention, the effectiveness of the interventions, the signature (degree, credentials or position) of the person providing the service in a weekly service note.
  • Ability to read a medical record and find pertinent information quickly.
  • Ability to write complete service notes.
  • Ability to effectively present information and respond to questions from consumers, and/or the public.
